This is a difficult question. We cannot

enforce wages for mui-tsai higher than those

generally ruling for ordinary domestic

servants, after taking into consideration

the valuation of food, lodging etc. We

might, of course, use the weapon of excessive

wages to force people to stop keeping mui-tsai but I do not think that was the intention,

and it is doubtful whether the effect of such

a policy would be wholly good as many of the mui-tsai mi-ht be simply turned adrift.

If,

therefore, we are to be guided by the reneral

level of wages paid to ordinary domestic

servants in Hong Kong, there seems that no

substantial increases in the present prescribed

rates is possible.
